대한합기도협회 에 건의사항

배성북 국장님과 함께 합기도를위해 노력하고 게시다니 고맙고 반갑습니다.
협회를 제대로운영하려면 당연히 협회가 Home Page 를 만들어야 하는게 아닌가요? 그 흔한 Home Page 만드는데 왜그리 오래걸리고 이유가 많은지 모르겠네요. 합기도인 들이 협조를 않해 어렵다고 했는데 그것과 Home Page 만드는데 무슨 상관이 있습니까?
또한 협회의 한글이름과 영문 이름의 뜻이 서로 다른데 알고 계신지요?
“협회” 의 뜻은 영어로 “ Association “ 이고 연맹의 뜻은 “Federation” 이 아닌가요?
그리고 특히 자유게시판 운영을 잘못하고 있습니다, 거기는 어디까지나 서로 의견을 묻고 나누는 자유게시판 입니다. 누가누구를 이유없는 비방을 하자는겄도 아니고, 광고 또는 정치선전을 하자는겄도 아닌데 불과 몇시간도 못되서 지워버리니 정말 공인협회 홈페이지인지 아니면 개인 홈페이지 인지 이 자유게시판은 별볼일 없는 게시판인겄같군요. 심지어는 귀하가 며칠전 홈페이지에 관해 쓴 글을 제가 간단히 한글로 번역하여 올려 놨드니 그겄도 몇시간만에 지워버리드군요. 이글도 한글로 번역하여 올려 놨는데 또 지울지 모르겠네요.
누구의 장난(?) 인진 몰라도 그런식으로 홈페이지를 운영한다면 결과는 안봐도 뻔하군요. 그러면서 무슨 통일된 합기도를 발전하겠다는겁니까? 그런식으로 협회를 운영하니 많은 사범들이 등을 돌리는거 아닙니까?
좀더 넓은마음으로 앞을 내다보고 운영하십시요. 그러면서 이런걸 공인합기도협회 의 홈페이지라고 부릅니까? 달콤한 얘기만 듣고져 한다면 발전도 없고 또 자유게시판의 의미가 없다는걸 삼척 동자도 아는 기본 상식인데 ….
대한민국 합기도의 장래가 걱정이 되는군요.
어쩌다 합기도가 갈라졌는지 정확한 이유는 모르겠습니다만,
제 나름대로 그이유를 간단히 적어보면 ;
첫째, 리더싶 부족이고,
둘째, 합기도인들의 무관심이고,
셋째, 사회의 변함이라고 봅니다.
즉 모두가 자기 눈앞의 이익만 찼다보니 협회가 이렇게 된겄 아닐까요?
결국은 자기얼굴에 침뱄는 격이되고 만거죠.
흩어진 합기도인들을 다시 끌어 모을려면 그들에게 대담한 포용력이 필요하다고 봅니다. 아직도 협회에 등록을 안하고 개인 플레이를 하고 있는 합기도인들이 많이 있는데 우선 그들을 설득해야하지않을까요?
이기회에 저도 몇가지 건의를 하고 싶은데 운영하는데 참조 해보시면 어떨른지요?

우선 그분들에게 조건이나 부담없이 등록 하게 해야하는데 그럴려면,
ㄱ. 협회등록비를 무료로해서 모두 등록하도록 배려해야합니다. 그러면 협회운영을 어떻게 하느냐고 묻겠지만, 그분들이 협회에 등록하면 그분들의 관원들이 자연히 협회에 단증을 신청할테니 협회운영비 문제는 걱정 안된다고 봅니다. 단 영원히 무료로 하는게 아니라 일정한 기간을 정해 그기간 안에 등록하는 이들에게만 특별히 배려를하는겁니다.
ㄴ. 협회4단 이상자들이 해외에서 도장을 운영하는분들에게는 협회에서 발행하는 사범등 임명장을 주는겁니다, 왜냐면 그분들이 한국에와 협회에서 원하는 여러가지 조건을 갖추기란 쉬운일이 아닙니다.단 이러한 분들에게도 특별기한을 줘야겠죠, 예로 3~6 개월내로 협회에 등록하는 사범들에 한에서 발행한다는식으로... 그리고 해외에서는 한국협회단증없이도 얼마든지 자기들나름대로 자기들의 단증발행을 할수 있다는걸 한국협회에서는 알아야합니다. 그 단증들을 그들의 국가에서는 인정을 해주니까요, 그러니 비싼 돈주며 뭐하러 한국협회에 등록하려 하겠습니까? 이점을 잘아셔야합니다.
ㄷ. 현재 협회에서 말하는 공인 홈페이지를 보면 아직도 많은 국내나 외국 도장들의 이름이 올라와 있지를 않은데 그들에게 연락하여 그들이 운영하는 도장들을 협회 홈페이지에 올리도록 권해야합니다. 그들에게 연락하는 방법은 협회Home Page 에 통고를 하면 되니까요. 지금현재는 마치 무슨 빽이 없는사람들은 협회홈페이지에 올릴수 없는겄갔은데 안타깝습니다. 그래가지고 누가 협회에 협조 하려하겠습니까? 빨리 홈페이지를 마무리 해야합니다.
ㄹ. 현재 홈페이지의 임원란을 보면 아직도 사진도 없이 이름만 올라와 있는데 그분들에게 연락하여 참여하도록 해야합니다, 듣기로는 본인들도 모르게 이름이 올라 와있다는데 웃기는일 아닙니까?
ㅁ. 마지막으로 협회를 투명하게 운영해야합니다, 과거에는 불투명하게 운영하다보니 부정이 많았었습니다.
하고싶은 이야기가 더 있지만 오늘은 이만 이정도로 하고 만약 위의 사항만 우선 이루어 진다면, 쉬운 조건이고 또 자기들한테도 좋은일이니 많은분들이 협조하리라 믿습니다.

I am glad to hear that you are helping Mr. Bae, Sang Book in promoting Hapkido.
The English title and the Korean title of the Korean Hapkido Federation are different. In the English title, it is called the Korean Hapkido Federation where as the Korean title; it is called the Korean Hapkido Association. Have you noticed this?
If the KHF wishes to manage the KHF well, they must complete the Home Page as soon as possible. I don’t understand why it is taking such a long time to complete and I do not believe it’s because of the poor cooperation between other Hapkido Members.
In addition, some of your teams, perhaps your web master, constantly delete articles in the Free Message Board in the Korean version of the web site, even though nobody posts false information, advertisements, political subjects or insults. The articles were just opinions.
Even your opinion regarding the KHF web site was translated in Korean and was listed on the Korean Message Board by myself, but was deleted within a few hours after it was posted. I am afraid they will delete this letter again because this letter is also translated & listed on the Korean Free Message Board.
Don’t you think that it is ridiculous? If they manage the web site continuously like this, the free message board will be useless. How do they expect the Hapkido members to cooperate with the KHF & how can we call it the official KHF website?
I don’t know why the Hapkido organization is separated. However, let me point out something to you.
Here are a few thoughts. First, I would like to describe why the HKD members are so scattered; I think it is because of:
1. Lack of leadership
2. Hapkido member’s apathy
3. The modern society is changing
Thus, most of them only care about their immediate interests and this creates complications in our organization.
If the KHF wants to merge the separated HKD members, the KHF should generously invite all of them to register. As you know there are many individual groups in the world.
Taking this opportunity, I would like to suggest some ideas to the KHF as below:
1) Let them register to the KHF without charging any fees, and then you will doubt how to run the KHF, but don’t worry about that. Once they have registered to the KHF, their students will automatically apply for the KHF’s certificates, so that the KHF will not have to worry about financial matters, but give them a deadline to register.
2) If anyone is a KHF 4th Dan or above and running the Schools in overseas, KHF should issue a letter of Appointment to them, because it’s very difficult for them to visit to Korea to attend the courses. Of course, KHF should give them a deadline to register, such as 3 to 6 months time. However, the KHF should understand that overseas Instructors could issue their own certificates themselves nowadays and their Governments recognize them, so that they might not be willing to register with the KHF and pay expensive fees.
3) The KHF Home page is still under construction and many Do-jang are still unlisted, so why doesn’t the KHF encourage them to list on the KHF’s Home Page? It seems like they cannot put their list there without someone’s support. If they do so, it will be too bad and who will still want to cooperate with the KHF?
4) The KHF officials’ names are listed, but without their photos, I heard that even the KHF did not inform some officials. If it’s true, that’s ridiculous!
5) The KHF must run the KHF transparently. In the past, they didn’t, so they used to be corrupted.
If the KHF accepts my proposals, I think many HKD members will cooperate with the KHF because it’s too easy and it would be a mutual benefit for them.
